Abstract

The Mexican federal system was inspired by American federalism, but marked contextual differences presented various challenges for its implementation. The initial purpose of federalism was to keep united the provinces of Nueva España; in practice, the regime of autonomy allocation for these was symbolic and generated instability. This situation placed Mexican federalism in constant tension with centralism, leading to an oscillatory state structure. The rules outlined in the Constitution of 1824 were formally adequate but proved insufficient to guarantee federalism.
