Abstract

It is evident that from the Constitutional Reform of June 10th, 2011, the international treaties became a parameter of reference for the human rights protection. This constitutional obligation stated in the first article, must be honored by all the authorities of the State. With human rights, there are human obligations and the Public Power, by its essential and impartial functions shall guarantee them. It is concluded that the implementation of the Istanbul Protocol and the Guide for Legal Operators, require highly trained personnel, technologies, infrastructure, material and financial resources, for which the Mexican State must budget what is necessary to meet these requirements. . The Institutes, Schools or Judicial University of the country have a relevant role in the consequence of these aims.

Es especialista en “Argumentación Jurídica” por la Universidad de Alicante; en “Dimensión Jurídica” por la Escuela Judicial del Poder Judicial Español; y en “Sustracción Internacional de Menores" en Washington DC. Magistrado en retiro del Tribunal Superior de Justicia del Estado de México y exdirector de la Escuela Judicial del Estado de México.
